In the world practice of ensuring occupational safety and industrial safety the trend is observed related to the development of safety culture, which is characterized by such criteria as the awareness and justice. In the Russian Federation the relations arising in connection with the implementation of the employer obligations on ensuring safety of the employees in the course of their labor activity and the rights of the employees for safe workplaces are regulated by the Federal law «On Special assessment of the working conditions».

The proposals aimed at facilitation of the employer in realizing the rights of the employees when conducting the special assessment of the working conditions, and the arguments substantiating the need to do this are presented in the article.

The application of the proposed set of solutions for the employer will allow to: provide the expert with the enhanced information, and thereby, increase the level of the employer protectability when identifying the guilty parties when conducting the low-quality special assessment of the working conditions; conduct  more qualitative analysis based on the results of the special assessment of the working conditions, and develop more efficient measures aimed at the working conditions improvement; reduce social strain; reduce the risk of an incident occurrence; increase the level of perception by the employees of the employer explanations on the results of the special assessment of the working conditions; increase the level of the trust-based relations between the employees and the employer.
