Improvement of the Monitoring System of Personal Protective Equipment at the Enterprises


Annotation:

In accordance with J. Reason model, PPE is the last barrier between danger and incident. According to Article 212 of the Labor Code of the Russian Federation, one of the responsibilities of the employer is to purchase special clothes, special footwear and other PPE at the expense of the enterprise and issue to the personnel involved in harmful and (or) hazardous working conditions. Further, Article 214 of the Labor Code of the Russian Federation specifies that one of the responsibilities of the employee is the correct application of the personal and collective protective equipment.
The current system of PPE planning, accounting and issuing suffers from a number of shortcomings at most enterprises. Procurement is formed without considering the individual anthropometric data of the employees, as well as the periods of PPE safe operation based only on the information about warehouse balances. Moreover, among possible consequences of non-use or inefficient use of PPE by the employees it is required to lay emphasis to the issue of bringing the employer to administrative responsibility and occurrence of unreasonable stock balance of PPE in the warehouses.
In order to eliminate the above shortcomings, the authors propose to implement the improved system of PPE planning, accounting and issuing. For this purpose, the enterprise needs to create a database containing information about the employee last name, first name and patronymic, his anthropometric data, position, structural subdivision, personnel number. Herein the PPE list shall be specified, which is required by the employee for official duties efficient and safe performance.
