Safety and Organization of Labor Protection at the Motor Transport in the Russian Federation: Problems and Solutions

Annotation:

Main ways of improving methods for ensuring safety and effective organization of labor protection at the motor transport in the Russian Federation in the up-to-date conditions are considered. The experience accumulated by the European countries in this field were studied. Analysis of the regulatory approaches in the field of safety and labor protection in the motor transport industry of the Russian Federation was carried out, the need in changing the current situation was identified. Proposals were formulated on improving safety and labor protection in the motor transport industry of the Russian Federation. The need was specified concerning adoption at the state level of the unified rules for labor protection at the road transport and the finalization of the draft order of the Ministry of Labor of Russia «On the approval of the Rules on labor protection in the motor transport taking into account the need in clear regulation when transporting dangerous goods». The need to involve public services, non-profit organizations and the public in monitoring health of professional drivers, as well as developing recommendations for record and prevention of risk factors in their activity, effective treatment of diseases and adequate rehabilitation of drivers injured in road accidents. It is proposed to improve efficiency of organization of training and retraining of professional drivers in order to meet the growing demands of transport industry for labor safety of cargo carriers, possible measures of technical improvement of transport infrastructure are listed. The recommendations given by the author are aimed at activating the activity of occupational health and safety specialists, as well as politicians and legislators in order to create more healthy and safe working conditions for different categories of motor transport drivers.
