Industrial Safety as the Main Element of the Sustainable Development of the Russian Arctic Zone


Annotation:

At the present time of Russia development, the Arctic zone development is one of its key priorities. Specific features of the Arctic zone are distinguished: geographical, climatic, natural raw materials, environmental, economic, social, etc. From different models of the sustainable development of the subjects of the Russian Federation and companies operating in the Arctic zone, the Polar index is analyzed, which is characterized by the balanced relationship of its economic, environmental and social components.

In the XXI century the technological and technical solutions, that do not ensure social and environmental reliability and safety of the facilities operation, should not have the right for application. Specialists are constantly searching for better and more efficient technological solutions for conducting works in the Arctic zone with the least economic and environmental losses, as well as making programs and ratings of the Russian Polar region safe development.

It should be noted that for hazardous plants in the severe Arctic conditions, it is advisable to assess not only the damages of hazardous production facilities, but also the effect of human and natural factors on them. While the new hazardous production facilities (HPF) are becoming more and more complicated, or the service life of the operating HPF is extended within or outside the limits of the previously appointed service life, the role of the human factor increases. Its effect will be not only on the operators, personnel and experts of hazardous production facilities, but also on the decision makers at all the stages of hazardous production facilities life cycle. Moreover, in the analysis of industrial safety it is required to consider its main components: process safety, process and technogenic safety, technogenic and technosphere safety, integrated ensuring industrial safety.

Mandatory addition of elements of industrial safety state regulation to the Polar index of companies and regions will ensure the most comprehensive approach to the calculation of the sustainable development rating of Arctic.
