Scientific Support for Industrial Safety is Thirty Years


Annotation:

Formation and development of the scientific team that makes up the group of companies «Industrial Safety», the basis of which was the industrial safety department established by the Council of Ministers of the USSR dated April 7, 1990 № 335 is described in the article. The main tasks of the team of like-minded colleagues for 30 years: organization and conducting scientific research in the field of industrial safety. As a result of the activity of specialists and researchers in 1990–2020 the scientific school was established in Russia, the very concept of «industrial safety» was formulated and came into general use, the branch of law «industrial safety», and the scientific specialty «fire and industrial safety» appeared, the methodology of risk analysis firmly entered into the theory and practice of hazard assessment. The main stages of the formation of the new scientific specialty are chronologically shown, the concrete contribution to the creation and development of the scientific methodology of the following main directions is bibliographically substantiated:

  • normative legal regulation;
  • establishment of the criteria for assigning the objects to the hazard category;
  • conducting hazard assessment and accident risk analysis;
  • informing the state authorities and the public about hazards and accidents, declaring industrial safety;
  • record and investigation of causes of accidents at the enterprise;
  • training and certification of the personnel of hazardous production facilities;
  • civil liability insurance for causing harm as a result of accidents;
  • implementation of state control and supervision over industrial safety;
  • organization of industrial control and development of industrial safety management systems.

The conclusion is made about the positive practical results of the implementation of the scientific developments — there is a tendency to a stable decrease in accident and injury rates, which allows to conclude that the science in this area worked efficiently for ensuring sustainable socio-economic development, modernization and technological development of the Russian economy, and legislation improvement aimed at ensuring the quality of life.
