Development of regulatory-methodic framework of non-destructive testing at hazardous production facilities
The article considers conditions of regulatory-methodical framework for activity in the field of non-destructive testing of technical devices, buildings and structures used and operated at hazardous production facilities, comprising documents regulating activities of the organizations conducting non-destructive testing and guidance on non-destructive testing. It also contains data on documents pertaining to certification of personnel, laboratories, methodical documents and non-destructive test equipment, as well as document relating to conducting acoustic-emission, visual-measuring, eddy current, thermal, magnetic powder and capillary testing.
Improving system of assessing conformity of industrial safety of technical devices at hazardous production facilities
The amendments to the Federal Technology Regulations Act (May, 2007) have introduced the Prevention of Sharing оf Supervisory Authority over Compliance with the Requirements of Technology Ordinances by Several Government Supervision (Monitoring) Agencies regulations. As applies to technical devices used at hazardous production facilities, Rostechnadzor would be the relevant federal executive body specifically authorized to monitor and supervise industrial safety.
Methane abundance of stopping faces and ways of its reduction at Kuzbass mines
It is noted that annual deepening of mining operations at Kuzbass mines results in worsening of airing conditions and dust-gas regime in underground mine openings. Degassing is the only right decision for ensuring safety and observing gas regime under such conditions.
Reducing explosion-hazard of methane during underground coal mining with application of «PGU-methane» technology
The paper presents technical capabilities and peculiarities of implementation of new technology pertaining to high-gas-containing fields development, the essence of which is simultaneous in-situ coal gasification and degassing of primary rock mass. It describes principal provisions of the technological regulation pertaining to application of this field development method in the fields with heightened content of methane in coal beds — in terms of development of coal measures in lightly pitching coal beds. The paper presents results of preliminary economic calculations relating to possible application of this technology.
Practice of introducing electronic versions of emergency response plans at mining companies
Past experience with mathematical simulations of mine ventilation networks and computer-aided design of mine ventilation systems was used to produce an electronic version of an emergency response plan.
The Uchalinsky Mining and Processing Company’s underground mine at Uchalinsk served a model for developing software aimed for managing quick response actions in cases of emergencies at underground mines and mining operations. The software is meant for use by mine operators when resolving problems of current and prospective ventilation.
Researching efficient and safe technology for working out low level at Sibaysky deposit
Describes development of trial ground at Sibaysky ore deposit. Rationale for selecting effective and safe methods for developing lower levels in the underground mine with in-service mining equipment.

Accident at the First Bereznikovskay Mine: some results of geo-mechanical back casting
The paper presents some results of retrospective geo-mechanical data analytical treatment in terms of the causes of accidental inundation in Berezniki Mine I. From large-scale mathematical simulation of the undermined rock mass straining and failure it has been established that lack of the mining variables correspondence to the geological factor had been the reason for the accident.
Safety conditions as for gas factor at coal mines in Russia
The paper gives analysis of causes of accidents occurred at gaz-hazardous coal mines. Recommendations on ensuring safety at coal mining are presented.

Ensuring Industrial Safety at Hazardous production Facilities of Coal Industry

As a result of restructuring, coal production in the Russian Federation dropped down approximately twofold and now it is on the level of 1960. Over the decade since the beginning of the transition period labor productivity and specific fatal injury rate per one thousand of engaged in coal production employees had dropped down almost three times. In recent decade these factors have been growing with the “mirror-view” alteration of coal production in favor of open cast mining and closing of most dangerous mines. Correlation between labor productivity and specific fatal injury rate tends to disappear in domestic coal production. When ensuring industrial safety, alteration of productive relations is followed by not only growth of technical causes’ significance but also by workflow disorganization.

When admitting explosives for continuous use, it is necessary to determine their full gas harm. Most trustworthy information about gas harms result from field exploration during detonation of charges in steel pipes with thickness of the wall providing convergence with real conditions of detonation. Continuous registration with gas analyzers of concentration of toxic gases in air stream of gaseous products of explosion allows determining amount of each gas. Besides, in the field conditions it is possible to apply a uniform technique of researches thus excluding different interpretation of the obtained results. With application of the developed techniques the experiments were carried out on the underground range associated with evaluation of gas harm and detonation characteristics of TNT and Al containing explosives and emulsion explosives, including those of local manufacture.

The factors defining efficiency of vehicle-mounted detectors of gas leak from underground gas pipelines are defined. Successful experience of LGAU-02 gas analyzer use as a part of vehicle-mounted gas leak detector and small-sized mobile trolley-mounted gas leak detector is presented, and its effectiveness is demonstrated.
